Jurist Rights groups urge Vancouver to protect FIFA-displaced unsheltered population

A coalition of civil liberties associations warned that Vancouver’s latest draft action plan fails to adequately address the risk of displacement facing the unsheltered population during the upcoming FIFA World Cup 2026. In the joint statement, the groups urged the city government to engage in meaningful consultation with rights advocates and to develop stronger mitigation measures.

The coalition criticized Vancouver’s FIFA Host City Committee for not proposing concrete measures to mitigate the risk of human rights harm related to FIFA. The group argued that while the committee recognized the disproportionate harm to the unsheltered population in the Downtown Eastside, the committee relied heavily on existing measures that would offer little assistance to the related risk of harm.

In the draft action plan published on February 19, the committee reassured that the provincial Residential Tenancy Act, Short-Term Rental Accommodations Act, and other municipal regulations will continue to apply. This would prevent landlords from unlawfully evicting their tenants and profiting from the rising rental market during the FIFA events. According to a 2025 Deloitte report, Vancouver’s hosts could earn up to 4200 CAD, and 76 percent of respondents would consider becoming Airbnb hosts during the event. The continuous enforcement of tenant protection law is therefore crucial for the current tenants in Vancouver.

However, the coalition took issue with the committee’s promise on the continuous enforcement of the tenant protection law as a means to prevent the displacement of the homeless population. Those laws, according to the groups, do not apply to the unsheltered population. Listed priority actions in the draft plan also include the continuous operation of existing accommodating services and bylaws, which the groups contended were insufficient to address the ongoing housing crisis, let alone mitigate the heightened pressures anticipated during the tournament.

The FIFA World Cup 2026 Human Rights Framework requires all host cities in the US, Canada, and Mexico to develop tailored action plans that would provide for inclusion and safeguarding, workers’ rights, and access to remedy. The framework particularly requires host cities to implement measures that promote the welfare and well-being of the unsheltered population. This is informed by the right to basic shelter and housing under the International Covenant on Economic, Social and Cultural Rights, obliging all state parties to use maximum available resources to provide basic shelter to everyone physically present in the country.

The Greater Vancouver Area is facing a housing crisis, with a record high of 5,232 individuals experiencing homelessness in 2025, marking a 141 percent increase compared to 2005.
