Jurist Rights group urges Saudi Arabia to release detained activists

Human Rights Watch (HRW) called for Saudi authorities to release prisoners who were detained for peacefully exercising their rights on Monday.

“Between December 2024 and February 2025, Saudi authorities have released 44 prisoners,” said HRW, “[but] there is little indication that these releases signal a fundamental policy shift.”

People who are currently detained include Sabri Shalabi, a psychiatrist falsely accused of terrorism. Other known prisoners are Waleed Abu al-Khair and Manahel al-Otaibi, both notable human rights defenders. A complete list of prisoners has not been released.

Prisoners who were released face “arbitrary travel bans” and have to wear an ankle monitor. Prisoners who are currently detained face violations of due process and fair trial, according to family members and lawyers. Many of these prisoners face charges that are “not recognizable crimes in international law.” Saudi Arabia lacks a penal code, according to HRW, and the organization urges Saudi authorities to make their forthcoming penal code in compliance with international law.

Saudi Arabia is a member of INTERPOL, also known as the International Criminal Police Commission. INTERPOL membership allows member countries to secure access to a global police communications network and establish a National Central Bureau. Section 83 of INTERPOL’s constitution prohibits the organization from working on politically motivated cases.

In March, a group of human rights organizations urged Bulgarian authorities to halt the deportation of Abdulrahman Al-Khalidi, a Saudi activist who fled the country in 2013. Al-Khalidi participated in an online movement known as “Bees Army” and wrote articles. Furthermore, Amnesty International warned Turkey of human rights risks if the country deported Mohamad Alkayali to Saudi Arabia.
