Amnesty International released an extensive report on Wednesday denouncing human rights violations in Mozambique following the 2024 elections.
In the report, Amnesty International evaluated human rights abuses committed by Mozambican security forces during the post-election crackdown. The report concludes that the use of force by Mozambican authorities was reckless and unnecessary, amounting to violations of international norms.
Khanyo Farise, Amnesty International’s Deputy Regional Director for East and Southern Africa, commented:
As announced by the Mozambican Platform for Democracy, Citizenship, Rights and Studies (DECIDE), a total of 315 people were killed and more than 4.000 arrested during protests in the period between October 21, 2024, and January 16, 2025. Amnesty International claims most victims were not granted access to justice. In the report, the rights organization recommends that Mozambican President Daniel Chapo publicly condemn the unlawful use of force and ensure reparations for victims. President Chapo recently said in an interview that the government will work to investigate all the situations.
Mozambique held general elections on October 9, 2024. Following the victory of the ruling party, Frente de Libertação de Moçambique (FRELIMO), opposition groups alleged irregularities in the election process. This led to nationwide protests that quickly escalated to confrontations with national security forces. The government issued restrictions on social media platforms, and rights groups called for an end to the violent crackdown on civil rights. The lack of fair and transparent investigations against perpetrators hinders access to justice for victims in Mozambique.

The report exposes violations of international standards on the unlawful use of force, arbitrary arrests and detentions, and suppression of information. Several of these abuses can amount to breaches of fundamental rights protected under the International Covenant on Civil and Political Rights (ICCPR), which Mozambique has ratified. The rights endangered include the inherent right to life under Article 6, the right not to be subjected to arbitrary arrests under Article 9, the right to freedom of expression, including receiving information under Article 19, and the right to peaceful assembly under Article 21.Instead of listening to people’s grievances and allowing them to voice their concerns, the FRELIMO-led government unleashed a wave of violence on demonstrations, resulting in serious injuries, unlawful deaths and a slew of other human rights violations. If President Daniel Chapo’s new government wants to turn the page, it must ensure thorough and transparent investigations into all allegations of human rights violations committed during the crackdown.
