The Secretary General of Amnesty International Agnès Callamard condemned on Tuesday President Trump’s threats against Iran if they failed to open the Strait of Hormuz.

Callamard warned that the mere threat of such an act showed cruelty and would violate international humanitarian law if carried out, citing prohibitions on “direct attacks on civilians and civilian objects.” She expressed particular concern over threats to bring “about the ‘complete demolition’ of Iran’s power plants and bridges.” She further said that the US’s actions could have “potentially catastrophic consequences for over 90 million people.”

She further stated that the remarks may constitute a threat to commit genocide, citing the Convention on the Prevention and Punishment of the Crime of Genocide and the Rome Statute of the International Criminal Court. According to these sources of law, genocide includes killing, causing serious bodily harm, or inflicting conditions to bring about physical destruction of a group “with intent to destroy, in whole or in part, a national, ethnical, racial or religious group.” The US is not a signatory to the Rome Statute, but it has ratified the genocide convention.

The threat against Iran came in the final hours of a deadline Trump imposed on Iran to open the Strait of Hormuz or face attacks on Iranian infrastructure in the ongoing war between Iran and the US and Israel. The US and Iran subsequently agreed to a ceasefire, less than two hours before the deadline. Trump’s post on Truth Social marked an escalation in his rhetoric, following other statements which promised to attack civilian infrastructure. Trump’s post on Truth Social stated that a “whole civilization will die tonight, never to be brought back again. I don’t want that to happen, but it probably will.”

These remarks have brought condemnation from other prominent figures. UN Human Rights Chief Volker Türk said that he deplored the rhetoric, calling it “sickening.” The Pope called for a rejection of war, noting that attacks on civilian infrastructure are “a sign of the hatred, the division, the destruction the human being is capable of.” The remarks have provoked political reactions as well, with Democrats calling for Trump’s removal and some Republicans expressing concern.

Both the US and Iran have labeled the ceasefire a victory, although its implementation has yet to take full effect. Strikes continued in the early morning after the ceasefire was announced. Some ships have passed through the Strait of Hormuz, but many remain. The US and Iran will attend ceasefire talks in Pakistan on Friday.
