Poland officially reintroduced temporary border controls on Monday along its borders with Germany and Lithuania, as part of a more restrictive border policy towards migrants.
Polish Minister of Internal Affairs and Administration Tomasz Siemoniak confirmed that the Polish Border Guard will conduct border checks at 16 points along the Polish-German border and three points along the border with Lithuania. While reaffirming its commitment to free movement in Europe, the Polish Prime Minister’s Office explained that a more restrictive migration policy is needed due to the current migration situation and the need to protect citizens’ interests and security.
The border controls with Lithuania were announced in light of illegal migrants attempting to enter Poland through its border with Lithuania. Prime Minister Donald Tusk said that 98 percent of arrests at the Polish-Belarusian border have been effective, and these efforts are hindered by the more lenient migration policy of Lithuania.
Border controls on the Polish-German border received immediate support from German Chancellor Friedrich Merz. The Polish decision to implement border controls along its border with Germany demonstrates a symmetrical approach by both countries to stricter migration and asylum policies.
The European Union, in theory, operates with a completely free movement of people along its internal borders. Article 77 of the Treaty on the Functioning of the European Union (TFEU) states that the EU should develop a policy that ensures the absence of any controls on persons when crossing internal borders. Furthermore, the Schengen Borders Code seeks to create an area without internal borders as enshrined in Article 22. Countries in the Schengen area can still reinstate temporary border controls if justified by a serious threat to public policy or internal security and for a limited period of time not exceeding six months in the most exceptional circumstances. Still, as evidenced in the list of notifications of temporary reintroductions of border control, countries have effectively imposed checks at internal borders for longer periods of time.
Germany’s temporary border controls have been extended since 2023. Friedrich Merz recently confirmed a new migration turnaround, with more restrictions and returns at German borders. In June 2025, Germany reported less than 7,000 asylum applications, a decrease of 59 percent since June 2024. This demonstrates a significant cut in asylum acceptance and a more restrictive border control. Germany is also currently seeking to coordinate stricter asylum and migration rules across Europe. Federal Interior Minister Alexander Dobrindt invited representatives from France, Poland, Austria, Denmark, and the Czech Republic, including the EU Commissioner for Home Affairs, to a migration summit on July 18 to discuss a tougher European migration policy.
