New Zealand’s Parliament on Thursday suspended three Māori lawmakers for staging a protest that included performing the haka, a traditional Māori dance, in opposition to a controversial bill.

Rawiri Waititi and Debbie Ngarewa-Packer, who are the co-leaders of the Te Pāti Māori party, were suspended without pay for 21 days following a vote by a parliamentary committee. Hana-Rawhiti Maipi-Clarke was also voted to be suspended for seven days. The disciplinary decision stemmed not from the haka itself, but from what the committee deemed inappropriate conduct during a reading of legislation, particularly a gesture by Ngarewa-Packer that was interpreted as simulating the firing of a gun at another lawmaker. Committee chair Judith Collins said: “This was a very serious incident, the likes of which I have never before seen in my 23 years in this debating chamber.”

The protest was part of the lawmaker’s opposition to a bill seeking to reinterpret the Treaty of Waitangi, a document that underpins many of the country’s efforts to address historical injustices against Māori communities.

During a reading of the bill in November, Maipi-Clarke performed the Haka and tore up a copy of the proposed legislation in protest. Although the bill was ultimately defeated in April, the actions of the Māori lawmakers were referred to a parliamentary committee to assess whether they violated procedural rules.

MP Rawiri Waititi said on Thursday that the Te Pāti Māori party has received numerous statements of support and solidarity from other indigenous individuals since “the haka that was seen around the world.” Waititi stated: “As indigenous peoples, our struggles are interconnected, as is our resistance. We are not only resisting for ourselves. We are resisting for every Indigenous person who has ever been told to sit down, shut up, or disappear.”

Supporters of the suspensions, however, insist the issue is not about culture but about maintaining parliamentary decorum. Nicole McKee, a government minister, said: “It’s about grandstanding at the expense of this House and how it operates. It’s about just being arrogant and ignorant about how we do laws in New Zealand.”
