Nepal on Wednesday appealed for emergency assistance from a UN fund designed to help developing countries cope with the irreversible effects of climate change, as it sought climate justice and floods caused by an August 26 glacier collapse on its border with China’s Tibet Autonomous Region.
Commenting on the gravity of the situation that Nepal is facing, UN Resident Coordinator for Nepal, Lila Pieters Yahia stated:
The devastation Nepal has experienced is an extraordinary, stark illustration of the losses and damages that climate-vulnerable countries are increasingly facing.
Nepal submitted an urgent request to the UN Fund for Responding to Loss and Damage (FRLD). The government’s letter stated that as “a least developed and highly climate-vulnerable mountainous country, Nepal contributes negligibly to global greenhouse gas emissions yet continues to bear disproportionate and escalating climate impacts.”
The Fund was established at the 27th United Nations Climate Change Conference (COP27) in 2022 and operationalized at the 28th United Nations Climate Change Conference (COP28) in 2023. It is designed to help developing countries respond to climate impacts that cannot be avoided or adapted to. Nepal, whose mountainous terrain makes the country susceptible to melting ice and glacial lake outbursts, was a strong advocate for the Fund’s creation.
The floods have affected 84,270 people. According to the latest update from Nepal’s Ministry of Foreign Affairs, 13,656 people have been rescued, 5,130 remain missing, and 1,377 are confirmed dead.
Nepal and the UN have raised $22 million of a flash appeal for $49.6 million launched last week. The appeal aims to provide direct cash assistance, cold-weather shelter materials, portable solar power units, water purification systems, food aid, and emergency mobile clinics to 84,000 people before the end of the year.
Despite the Fund’s purpose of shifting the burden of climate response away from countries that have contributed least to emissions, pledged amounts fall below projected needs. Only $485.77 million has been received of the $822.71 million pledged. To date, the Fund has not disbursed money to any country.
How the Board responds to Nepal’s request will test whether the Fund can play a meaningful role in climate disaster recovery. By using the language of climate justice, Nepal is pressing the international community to share the financial responsibility for loss and damage caused by climate disasters more equitably.
