Jurist Myanmar junta urged to stop using child soldiers

Human Rights Watch (HRW) called for the Myanmar military to stop the recruitment and use of child soldiers on Friday. Since the junta took over Myanmar in the 2021 coup, the recruitment and use of child soldiers has surged, especially after the junta enacted a mandatory conscription in February 2024.

HRW Asia Researcher Shayna Bauchner stated: “The Myanmar military has a long and appalling history of using children as porters, guides, and in combat roles … The junta should immediately stop using child soldiers and cooperate with UN officials to release all child recruits from their forces.”

On June 19, UN Secretary General António Guterres reported 2,138 grave violations against children in armed conflict in Myanmar. The UN verified the recruitment and use of 482 children and the detention of 47 children by the Myanmar armed forces. Additionally, the UN reported the killing and maiming of 1,261 children, and various instances of sexual violence, attacks on schools and hospitals, and abductions are attributed to the Myanmar junta.

The secretary general expressed deep concern for the high numbers of grave violations against children and urged the government of Myanmar to comply with the joint action plan to prevent the recruitment and use of children. The agreement was signed in 2012 with the UN.

Fighting between the junta and various ethnic armed groups has intensified since the 2021 military coup, where the democratically elected National Unity Government was ousted. As the civil war escalated throughout the country, the junta initiated the 2010 People’s Military Service Law. This law allows for the drafting of men and women from the age of 18 into mandatory military participation for up to five years. Since April 2024, the military has recruited 14 batches of conscripts. Myanmar military defectors have reported that underage recruitment surged since the seventh batch, alongside abductions and detainments.

Rights advocates say the military has been using corrupt methods of recruitment, where they reportedly falsified or ignored children’s ages. Additionally, HRW noted that the junta has illegally recruited thousands of stateless Rohingya men and boys. The conscription law only applies to citizens. They have, however, coerced and forced Rohingya to comply through false promises of citizenship, threats, or even abduction.

Bachner urged governments with influence over armed forces in Myanmar to call for the end of the exploitation of children amid the conflict. She stated: “Donors should work with local groups to provide support and rehabilitation for all child victims in Myanmar.”
