Jurist Israel urged to halt attacks on healthcare workers

Amnesty International on Thursday urged Israel to immediately halt attacks on healthcare workers, medical facilities, and first responders in Lebanon, warning that such actions may constitute violations of international humanitarian law.

Deputy Regional Director for the Middle East and North Africa Kristine Beckerle stated:

Healthcare workers are risking their lives to save others, and hospitals, other medical facilities and ambulances are specifically protected under international humanitarian law. Throwing out accusations claiming that healthcare facilities and ambulances are being used for military purposes without providing any evidence does not justify treating hospitals, medical facilities or medical transport as battlefields or treating doctors and paramedics as targets.
886 health workers have been killed and 2141 injured since the beginning of the transgression, according to Lebanon’s Ministry of Public Health. The attacks have also led to the closure of five hospitals.

These attacks form part of a broader pattern in which healthcare infrastructure and personnel have come under repeated fire, undermining access to life-saving treatment and emergency response. Amnesty International has warned that deliberate or indiscriminate attacks on ambulances, hospitals, and rescue personnel may amount to war crimes. The rights group has recognized and characterized this pattern as a “deadly playbook,” alleging that Israeli operations have systematically impacted Lebanon’s healthcare system, including damage to hospitals and the killing of essential medical staff.

These concerns align with recent warnings from United Nations officials. A recent UN statement indicated that Israeli airstrikes in Lebanon may constitute war crimes, particularly in light of the rising civilian toll and reported targeting of civilian infrastructure. The UN stressed the obligation of all parties to distinguish between civilian and military targets and to take all feasible precautions to avoid harm to civilians.

The humanitarian situation in Lebanon has also deteriorated significantly amid the ongoing hostilities. Approximately 700,000 people have been displaced due to Israeli airstrikes, further straining already limited healthcare resources and emergency services. Displacement on this scale has compounded the challenges faced by medical responders, many of whom are operating under treacherous and hazardous conditions.

HRW has similarly documented incidents involving attacks on medics in Lebanon dating as far back as 2024, describing them as apparent war crimes under international law.
