Jurist International concern raised over blanket ban on protest and pretrial detentions in Türkiye ahead of NATO summit

Amnesty International raised concerns Friday over an absolute blanket ban by the Ankara government on all protests in Ankara, and the imprisonment of more than 100 people ahead of the NATO summit that is to be held this Sunday, June 28.

The ban was further considered as “excessive” and an attack on the rights to freedom and peaceful assembly. According to the organization, the pretrial detention measures were set to stop people from exercising their rights of freedom of expression and peaceful assembly.

The Ankara Governorate issued a statement on 22nd June, publishing the necessary security measures ahead of the NATO summit, which will be held in Ankara from July 7-8. The legal framework cited by the Government seems to be very general, focused mainly on the purposes of security and order.

Moreover, the Ankara Chief Public Prosecutor made an announcement, 225 people were detained on 23 June, from which 135 were referred to court with requests for pre-trial detention.

Human Rights Watch also reacted on Friday to the development. Accordingly, the arrest of at least 209 people “highlights Türkiye’s ruthless intolerance of freedom of speech and assembly”.

Further, according to HRW, the police between June 22 and 23rd arrested people, including activists, lawyers, academics, etc. The Prosecutor’s office made these arrests to decipher activities planned by terrorist organizations. The arrests were also linked to ISIS and leftist groups.

The Turkish authorities have justified the protest ban and mass detentions as necessary security measures to ensure public order ahead of the NATO summit and to counter alleged terrorist threats. However, international human rights organizations, including Amnesty International and Human Rights Watch, argue that these measures constitute disproportionate restrictions on the rights to freedom of expression and peaceful assembly. The contrasting positions highlight the ongoing tension between national security considerations and the protection of fundamental rights in the lead-up to the summit.
