Human Rights Watch (HRW) on Monday condemned Tajikistan’s authorities for wrongfully imprisoning lawyer Buzurgmehr Yorov for ten years and urged his release, citing politically motivated charges linked to his work representing opposition figures.
Buzurgmehr Yorov was arrested in September 2015. Authorities raided his home and office without a warrant and charged him with forgery, fraud, “arousing national, racial, local or religious hostility”, and extremism. Yorov is currently serving a 28-year sentence and has reportedly endured repeated beatings, threats, and harassment while in detention. According to HRW, Yorov’s charges appeared to “have been prompted by an interview Yorov gave shortly before his arrest in which he announced that one of his clients had been tortured in pretrial detention and called for a coalition of lawyers to join him in representing the detained Islamic Renaissance Party members”.
As such, HRW has urged that “Tajikistan’s authorities should quash Yorov’s conviction and sentence and release him immediately. The authorities should also release all other prisoners, including lawyers, arbitrarily and unjustifiably detained for peacefully exercising their human rights”.
Yorov has gained prominence as one of Tajikistan’s human rights defenders. In 2015, he began defending members of the Islamic Renaissance Party of Tajikistan, a registered opposition party in the country. This party was subsequently banned and labelled a terrorist organisation.
This action extends beyond Yorov. Over the past 10 years, many lawyers, journalists, civic activists, and community leaders have faced arbitrary detention and politically motivated charges under the regime of President Emomali Rahmon. This includes Ulfatkhonim Mamadshoeva, Mamadsulton Mavlonazarov, Ruhshona Khakimova, and human rights lawyer Manuchehr Kholiknazarov. HRW’s appeal underscores the erosion of the rule of law in Tajikistan. It highlights how legal protections are weakening and authorities are becoming increasingly repressive in their actions.
Other human rights organisations, including Amnesty International, the International Commission of Jurists, Lawyers for Lawyers, and Freedom Now, are also signatories to this condemnation and have called for Yorov’s release.
