Human Rights Watch (HRW) reported on Monday that Algerian authorities have imposed arbitrary travel bans on critics and activists, restricting their freedom of movement without due process. The organization highlighted cases where individuals were prevented from travelling abroad, often without formal charges or legal justification.
According to HRW, border police have stopped individuals at airports and other exit points, often without prior notification, leaving them unable to travel abroad. HRW links those affected by the travel ban to the Hirak protest movement or opposition political groups. The organization notes that these measures often lack transparency, with those affected receiving no official explanation or legal recourse. These bans prevent individuals from leaving the country and violate fundamental rights to freedom of movement, association, and expression protected by the Algerian constitution. Human Rights Watch and MENA Rights Group documented 23 cases of Algerian nationals subject to travel bans, suggesting a pattern that has intensified since 2022.
Despite Algerian law stipulating that travel bans should be time-limited and justified by judicial authority, human rights organizations report widespread noncompliance. Some individuals have been barred from travel for years without due process, and authorities often fail to provide an avenue for appeal. In several cases, security forces have confiscated passports or prevented activists from renewing them.
HRW previously investigated three cases where Algerian-Canadian nationals were subjected to travel bans despite no formal charges being filed. For this investigation, HRW interviewed five government critics who have been under formal travel bans for over two years. These individuals described how authorities confiscated their passports, denied them the ability to renew travel documents, and extended their bans without notice or legal justification.
Human Rights Watch emphasized that these travel bans are part of a wider crackdown on dissent in Algeria. The organization has documented increasing cases in which journalists, activists, and opposition figures face arbitrary restrictions on their freedom of movement. The bans often appear politically motivated, targeting individuals critical of the government without legal recourse.
HRW and MENA Rights Group have urged the Algerian government to lift all extrajudicial travel bans, ensure that any restrictions comply with legal standards, and amend legislation to align with international human rights obligations.
