The Council of Europe’s Group of States against Corruption (GRECO) concluded in a report released Friday that Bosnia and Herzegovina has made limited progress in implementing key anti-corruption recommendations. The report underscores that Bosnia and Herzegovina has fully implemented just two of 25 recommendations from GRECO’s Fifth Evaluation Round, with 15 partially implemented and eight entirely unaddressed.
The report highlights deficiencies in integrity policies for top executive functions, the lack of a comprehensive anti-corruption strategy at the state level, and weaknesses in conflict-of-interest regulations. It also criticizes the insufficient transparency of legislative processes and the lack of systematic integrity checks for senior government officials. In response to these findings, the Council of Ministers of Bosnia and Herzegovina must submit additional information on implementing outstanding recommendations by May 31, 2026.
The European Commission’s 2022 enlargement report on Bosnia and Herzegovina had already flagged corruption as a widespread issue in the country, calling for immediate action to strengthen enforcement mechanisms. According to Transparency International’s Corruption Perceptions Index, Bosnia and Herzegovina has struggled with deteriorating public trust in institutions.
The compliance report comes at a critical time for Bosnia and Herzegovina, which is seeking to advance its European Union accession process. In March 2024, EU leaders conditionally approved the opening of accession negotiations with Bosnia and Herzegovina, contingent upon further progress in key governance reforms, including measures to combat corruption. The report underscores the urgency of these reforms, noting that without substantial progress, Bosnia and Herzegovina risks continued international scrutiny and potential setbacks in its EU integration efforts.
