Jurist EU tightens political party funding rules to counter foreign interference

Provisional new rules agreed upon by the European Parliament and Council will increase transparency for EU political party funding, cut red tape, and protect against foreign interference, the bloc said Tuesday.

The new rules are particularly concerned with safeguarding against foreign interference in EU institutions. To be formally recognized and granted funding, European political parties will have to submit a declaration that any member parties or organizations from outside the EU comply with EU values. These are set out in Article 2 of the Treaty on European Union and include “respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights.”

EU legislators also agreed upon a “due diligence mechanism” that will require parties to collect identification data for donors contributing over 3,000 euros.

The rules uphold the ban on the funding of national parties and candidates by European political parties. In 2016, the EU accused the Alliance for Direct Democracy in Europe party of misusing EU funds to finance domestic campaigning for the UK’s Independence Party (UKIP).

A European political party is a pan-EU organization composed of national parties and individuals, with representation spanning several EU member states. These entities are publicly funded. Previously they were able to obtain 90 percent of their funding from the EU budget and the figure will increase to 95 percent under the new deal. The amount of EU funding that was allocated to the bloc’s political parties totaled more than 50 million euros last year.

The funding rules have been under negotiation since 2021 and will now undergo legal review before being formally endorsed by the European Parliament and Council and coming into force.
