Jurist EU approves landmark regulations on animal abuse

The European Parliament on Tuesday approved a landmark bill creating protections for cats and dogs.

The bill, first proposed in December 2023, establishes regulations for “EU standards for the breeding, housing, traceability, import and handling of cats and dogs.” It was adopted on Tuesday with 558 votes in favor, 35 against, and with 52 abstentions. The bill applies to all cats and dogs in the EU, including those entering from non-EU countries.

The bill prohibits commercial practices deemed harmful to cats and dogs, including breeding to achieve traits associated with health risks, inbreeding practices, and mutilation. Additionally, all cats and dogs in the EU must be microchipped and registered within a national database. The new regulations apply to non-commercial cats or dogs entering the EU.

The new rules create protections for these pets, but also regulates the commercial breeding industry. The European Commission raised concerns in the past around “illegal operators” in the breeding industry, who were emboldened by minimal penalties and high-profit. It was also concerned by the impact that the absence of regulations have on EU citizens, namely the “distress and economic burden for people who buy animals with health or [behavioral] issues” resulting from poor and harmful breeding practices.

EU Rapporteur and Agriculture and Rural Development Committee chair, Veronika Vrecionová, says that the bill sends a clear message that “a pet is a family member, not an object or a toy”, and asserts that the new regulations “will help [the EU] push back against those who see animals as a means of making a quick profit” while simultaneously standardizing conditions for “honest breeders in the EU”.

Following its parliamentary approval, the European Council must adopt the bill before it can come into force.
