The Danish government announced on Friday a national minimum age requirement of 15 years for “certain” social media platforms. The Ministry of Digitalisation describes the implementation as “groundbreaking,” noting that Denmark is the first EU country to establish such an age limit on social media.
The agreement prohibits children under 15 from self-registering on platforms deemed to expose them to harmful content or features. However, children aged 13 and older can access social media if their parents provide opt-in consent. The agreement emphasizes the objective to provide children with more time for peace, play, and healthy development before engaging with social media.
Digitalisation Minister Caroline Stage hailed the multi-party initiative, stating that “we are finally drawing a line in the sand and setting a clear direction. Denmark is now leading the way in Europe with a national age limit for social media and a concerted effort to strengthen the digital well-being of children and young people.” Echoing her, Moderate Party lawmaker Rasmus Lund-Nielsen criticized the “Wild West” nature of social media, citing statistics that 60 percent of Danish boys no longer meet friends outside school, only 12 percent of girls exercise enough to meet WHO recommendations, and 15 percent receive a psychiatric diagnosis before turning 18.
The agreement introduces “gatekeeping” initiatives to prevent digital abuse against young people. These measures include reviewing and monitoring offensive content, aggressive marketing, and the use of children and adolescents in advertising. In alignment with the Danish Marketing Practices Act, the parties emphasize the need for stricter advertising standards for children.
The press release highlights the enhanced supervision of the 2023 European Digital Services Act (DSA). Article 35(j) of the DSA mandates that providers of very large online platforms and search engines implement reasonable, proportionate, and effective measures to safeguard the rights of children. These measures include age verification tools, parental control mechanisms, and tools to help minors report abuse or seek support when needed.
In October, Amnesty International criticized TikTok for failing to adequately protect vulnerable children and teenagers from exposure to psychologically harmful content. Findings revealed that young users interested in mental health-related topics were often funneled into a “rabbit hole” of videos promoting depressive themes and suicidal ideation.
