British Columbia’s chief coroner issued a statement on Monday announcing a formal inquest into potential systemic and procedural issues raised following a mass shooting that resulted in nine deaths in the small Canadian town of Tumbler Ridge.

Coroner Dr. Jatinder Baidwan’s will investigate facts leading up to the shooting and will notably analyze how artificial intelligence factored into surrounding circumstances. One of the shooter’s ChatGPT accounts was reportedly banned for violating OpenAI policies but not reported to the Royal Canadian Mounted Police. The shooter was additionally able to create and use a second account.

The inquest will further scrutinize whether state systems failed, how the weapons were acquired, and the availability of mental health services in remote and rural areas.

Dr. Baidwan is not limited by the concurrent police investigation and will not be subject to the current backlog of inquests. He explained the nature of the inquest, stating:

The tragedy in Tumbler Ridge prompted widespread discussions about mental illness, public safety and how future loss of life may be prevented. An inquest will provide an open independent forum to examine the circumstance surrounding these nine deaths, identify any systemic or procedural issues and make evidence-based recommendations aimed at preventing similar loss of life in the future.
The inquest comes pursuant to Section 18(3) of the Coroners Act. Such investigations are fact finding pursuits that utilize five- to seven-person juries to publicly review the circumstances of a death through witness evidence.

The tragedy follows Canada AI Minister Evan Solomon’s statements expressing frustration with OpenAI.
